The <a href="http://www.fourmilerun.org/"><b>Four Mile Run Conservatory Foundation</b></a> will deploy its fleet of kayaks to collect litter along the streambank of Four Mile Run over the Summer of 2018. <br /><br />The clean-ups will occur on the following dates & times:<br /><ul>
<li>Saturday, June 16, 9am-Noon</li>
<li>Saturday, July 14, 9am-Noon</li>
<li>Saturday, August 25, 9am-Noon</li>

<br />Volunteers will have access to a water refill station, snacks, gloves, trash grabbers and bags, and a limited number of kayaks with life-vests, but are asked to bring their own reusable water bottle, sunscreen, bug spray, and water shoes. A limited number of boats may be reserved. Participants can use their own as well. <br /><br />The events start out at The Conservatory Center at Four Mile Run Park, 4109 Mt Vernon Avenue. The Four Mile Run Conservatory Foundation was established with funding by the <a href="http://www.4mrmarket.org/">Four Mile Run Farmers & Artisans Market</a> and supported by funds raised by Action Alexandria’s Spring2ACTion and Facebook’s Giving Tuesday.<br /><br /><br />The Summer Kayak Cleanups at Four Mile Run are a continuation of the work begun over several years by a group of community volunteers in the Arlandria neighborhood who came together to perform various improvement projects in and around Four Mile Run Park to complement the work of the Four Mile Run Restoration Plan and the new Four Mile Run Park Improvement Plan. The projects include: the Four Mile Run Farmers & Artisans Market, the Four Mile Run Park Expansion, Commonwealth Park (the rehabilitation of a former electrical substation at 3550 Commonwealth Avenue) and a number of a large tree plantings. <br /><br />“A group of folks in the community have been engaged with stream mitigation work, park improvements and stream cleanups for a number of years and the farmers market we started was an outgrowth of that,” says organizer Kevin Beekman. “Money we raise at the market from t-shirt sales and market vendor fees typically amounts to around $1,000 a year. We always donate all proceeds to the City for the park, but now we’re leveraging the funds to attract more grants and donations.”<br /><br />While budgets in municipalities across the United States have tightened in recent years, crowdfunding provides an alternative source for projects that municipalities are unable to provide but that citizens are clearly passionate about. The story of "the little park that could" at the corner of Reed & Commonwealth Avenues continues to unfold.<br />
<br />
Park construction will occur from June 12 -October 30, 2018. The parks department will hold a Pre-Construction meeting on June 7th, 7:00pm at the park. City staff will provide information about scope of the project, construction activities, and to respond to any questions. In the event of inclement weather, the meeting will be held at Leonard 'Chick' Armstrong Recreation Center, 25 West Reed Avenue.</div>

The 0.58 acre site had previously been a dormant substation. The City’s purchase of the property in 2009 required that Virginia Electric Power Company demolish and remove the substation and complete all necessary environmental remediation. In October 2011, neighborhood volunteers used donated plants and mulch to install two gardens, a walking path, shade trees and park benches. In 2016, the City completed the <a href="https://www.alexandriava.gov/uploadedFiles/recreation/parks/Neighborhood%20Plan_3550%20Commonwealth.pdf">Neighborhood Parks Improvement Plan that included a concept for the park</a>, building upon the volunteer efforts, with a plaza and game tables, a tricycle track and picnic area. </div>

Last September, Rebuilding Together Alexandria hired Landscape Architecture firm <a href="http://rhodeside-harwell.com/">Rhodeside and Harwell </a>to develop a design for the site, based on the Neighborhood Parks Improvement Plan. Rhodeside and Harwell, RPCA, and Rebuilding Together Alexandria held a community meeting on October 11, 2017 to present a draft concept for the park, as shown in this <a href="https://www.alexandriava.gov/uploadedFiles/recreation/parks/RTA%20meeting_Oct%2011_3550.pdf">presentation</a>. The project team will present the final site design at the Park and Recreation Commission meeting on January 18, 2018.</div>

When the City of Alexandria purchased "3550 Commonwealth Avenue" from <a href="http://www.dom.com/">Dominion Power</a>, they had Open Space funding and a goal of expanding park space, but they didn't really have a plan for it. What happened next though was something really magical.</div>

Neighborhood volunteers teamed with City staff to forge ahead even in the face of economic troubles and budget crises. For just $200 it started to resemble a park, using only cast-off garden plants donated by neighbors and mulch ground up from cut-down, unhealthy, storm-battered trees formerly used to screen the old substation. For regular readers of <b><i>The Arlandrian</i></b> this is not news. The story of "the little park that could" at the corner of Reed & Commonwealth Avenues continues to unfold. </div>

The 0.58 acre site had previously been a dormant substation. The City’s purchase of the property in 2009 required that Virginia Electric Power Company demolish and remove the substation and complete all necessary environmental remediation. In October 2011, neighborhood volunteers used donated plants and mulch to install two gardens, a walking path, shade trees and park benches. In 2016, the City completed the <a href="https://www.alexandriava.gov/uploadedFiles/recreation/parks/Neighborhood%20Plan_3550%20Commonwealth.pdf">Neighborhood Parks Improvement Plan that included a concept for the park</a>, building upon the volunteer efforts, with a plaza and game tables, a tricycle track and picnic area. </div>

Last September, Rebuilding Together Alexandria hired Landscape Architecture firm <a href="http://rhodeside-harwell.com/">Rhodeside and Harwell </a>to develop a design for the site, based on the Neighborhood Parks Improvement Plan. Rhodeside and Harwell, RPCA, and Rebuilding Together Alexandria held a community meeting on October 11, 2017 to present a draft concept for the park, as shown in this <a href="https://www.alexandriava.gov/uploadedFiles/recreation/parks/RTA%20meeting_Oct%2011_3550.pdf">presentation</a>. The project team will present the final site design at the Park and Recreation Commission meeting on January 18, 2018.</div>

When the City of Alexandria purchased "3550 Commonwealth Avenue" from <a href="http://www.dom.com/">Dominion Power</a>, they had Open Space funding and a goal of expanding park space, but they didn't really have a plan for it. What happened next though was something really magical.</div>

Neighborhood volunteers teamed with City staff to forge ahead even in the face of economic troubles and budget crises. For just $200 it started to resemble a park, using only cast-off garden plants donated by neighbors and mulch ground up from cut-down, unhealthy, storm-battered trees formerly used to screen the old substation. For regular readers of <b><i>The Arlandrian</i></b> this is not news. The tale of a community coming together is something that we are really amazed by and, frankly, more than a little proud.</div>

The Traffic & Parking Board public hearing will take place on <span class="aBn" data-term="goog_1037262094" style="border-bottom: 1px dashed rgb(204, 204, 204); position: relative; top: -2px; z-index: 0;" tabindex="0"><span class="aQJ" style="position: relative; top: 2px; z-index: -1;">Monday, June 26, 2017</span></span> in City Hall Council Chambers at <span class="aBn" data-term="goog_1037262095" style="border-bottom: 1px dashed rgb(204, 204, 204); position: relative; top: -2px; z-index: 0;" tabindex="0"><span class="aQJ" style="position: relative; top: 2px; z-index: -1;">7:30 p.m.</span></span> For this round of expansion, the City will add 10 additional bikeshare stations with installation to occur in Spring 2018.<br />

Bike sharing is public transportation using bicycles, and cities around the world provide bike sharing systems as a transportation option for residents and visitors. The City of Alexandria's bike sharing program, in partnership with the District Department of Transportation, Arlington County, Fairfax County, and Montgomery County, is called Capital Bikeshare. With Capital Bikeshare, you can choose from nearly 400 stations in the region, and return a bike to any station near your destination. Motivate operates the system for Alexandria, Fairfax County, Montgomery County, Arlington County, and Washington, D.C. Alexandria joined the regional Capital Bikeshare network in September 2012 with eight stations and now is up to 31 stations serving Old Town, Parker-Gray, Carlyle, Del Ray, Arlandria, Rosemont, and Bradlee neighborhoods.<br />

In recognition of its innovative and effective approach to community engagement and volunteer coordination, Four Mile Run Park has been named a <i>“Frontline Park,”</i> a nationwide competition sponsored each year by <b>City Parks Alliance</b>.</div>

“It is incredibly gratifying to see this recognition after years of hard work, dedication and real collaboration between citizens, Alexandria City staff, and neighboring jurisdictions and agencies,” says Alexandria Vice Mayor Justin Wilson. “Having watched citizens become engaged in the Four Mile Run Park and stream restoration over my time in public service, I can attest that these massive improvements to the park and its neighborhood’s quality of life would not have been possible without these partnerships.”<br />
<br />
In the early 70s, flooding caused incredible damage to Four Mile Run Park and surrounding residential area. The Army Corps of Engineers' flood control project managed to mitigate future flooding threats, but promised improvements to the park never occurred. As a result, the park was in severe need of restoration and maintenance, some of which was addressed through volunteer efforts in the early 2000s, but public investment in the park was reduced as the region dealt with the fallout of the financial crisis.<br />
<br />
In recent years, dedicated community leaders and volunteers in Arlandria have worked tirelessly to maintain, restore, and program Four Mile Run Park to prevent it from falling into disrepair. A group of architects came together to create a work plan for the site, highlighting priority areas and making recommendations on where funds should be allocated in the absence of city attention to the space. While a task force made up of citizens from both Alexandria and neighboring Arlington County galvanized and shepherded public investment for stream and wetland restoration resulting in award-winning habitat creation in the park, the community has stepped in to make it cleaner and safer for visitors who come from all over the region to fish, bike the trails, walk dogs, and participate in other recreational activities.<br />
<br />
In 2016, the nonprofit <b>Four Mile Run Conservatory Foundation</b> was incorporated to increase capacity for fundraising and community engagement. The step toward formalizing the ad hoc approach to implementing a vision for the park represents the culmination of years of volunteer work from the community, which has been remarkable on its own.<br />
<br />
Each month <b>City Parks Alliance</b> names one <i>“Frontline Park”</i> as a standout example of urban park excellence, innovation and stewardship from across the country. The program identifies urban parks and programs that find innovative ways to meet the unique challenges facing cities today. The site was selected from a field of more than 30 entries across the country. As a <i>Frontline Park</i>, Four Mile Run Park will be featured on the <b>City Parks Alliance</b> website and in articles and blog posts by the organization.<br />

By the time the group of summer camp kids<span style="box-sizing: border-box;"> </span>got finished their clean-up of Four Mile Run Park in the summer of 2010, the results were astounding. In little over an hour, there lay in one big pile, a clump of 30 gallon trash bags, all mostly full. The thing was: it didn't look that bad when they started. Other groups had been through the park all summer and it had never looked better....well, at least not in the last decade. And yet, just a few weeks later, another clean-up turned up piles of more trash. It's a constant struggle.</div>

I asked the kids what they thought was needed to keep some folks from having to continuously clean up after other folks. I suggested more trash cans. They suggested more police patrols and security cameras. All I know is that the winter hasn't been kind to the Four Mile Run. Without nice weather to bring volunteers out, the trash and debris, depressingly, is back. Without some intervening force to keep the litter out of the stream only the armies of helpers that come out month after month can keep the stream alive.</div>

In the past year, Four Mile Run Conservatory Foundation volunteers contributed more than 400 hours of their time in improving the park, planting 26 trees, removing 12 cubic yards of invasive Kudzu vines, and documenting the wildlife that call Four Mile Run Park home. In March, we finished fundraising toward our 'Kick the Habit' project to install water bottle/jug fillers at the City's two most heavily used athletic facilities. These will soon be installed and we will conduct outreach to get citizens to 'Kick the Habit' of disposable single-use water bottles, which are such a major component of the litter found in Four Mile Run.</div>

The Best Urban BMP in the Bay Award contest (BUBBA) recognizes the best urban BMPs that have been installed in the Chesapeake Bay watershed. <br />For the 2017 BUBBAs, the Four Mile Run Wetland Restoration was awarded First Place for Best Habitat Creation in a BMP<br /><br />This two-acre wetland restoration project involved an extensive invasive species abatement plan and the establishment of several diverse habitat types through a watershed approach to design and planning. The restored wetland system now includes a low marsh zone, a high marsh zone and an upland meadow in order to provide both terrestrial and aquatic habitat improvements for frogs, song birds and native pollinators while treating stormwater runoff. </div>

About this Fundraiser</div>

<span class="_50f4" style="line-height: 18px;">In partnership with the Alexandria Soccer Association, The Four Mile Run Conservatory Foundation is working to make single-use water bottles a thing of the past at Alexandria's athletic fields. 'Kick the Habit' is our effort to reduce a significant source of waste and litter--the reliance on single-use bottled water--by installing water-bottle and jug filling stations at the City's two highest-use fields, Simpson Stadium Park and Witter Fields. Alexandria Soccer already has water jugs/coolers, and its players have reusable bottles. Help fill them.<br /><br />Contributions to 'Kick the Habit' will be matched dollar-for-dollar through a Community Matching Fund grant we have been awarded through the Department of Recreation, Parks, and Cultural Activities. Our fundraising goal for this campaign is $3,000. With the matching funds and existing commitments, this amount will bring us to the $10,000 project budget.</span></div>

For those who have missed the Four Mile Run conservation series events so far, here is an update on activities at Four Mile Run Park. In late September, the Conservatory Foundation had an invasive vine removal and basketmaking event. Volunteers removed kudzu and porcelainberry vines, using the material to create marvelous works of art, with guidance from local artist Karen Brown on a warm and wonderful day out at the park.<br /><br /><table cellpadding="0" cellspacing="0" class="tr-caption-container" style="float: left; margin-right: 1em; padding: 4px; position: relative;"><tbody>

Then at the end of October, attention focused on trees, co-presenting on historic land cover and the forests of the Four Mile Run watershed with Alexandria Natural Resource Specialist Rod Simmons on Thursday, October 27, followed by a tree planting at the Edison Street entrance to the park on Saturday, October 29. In all, volunteers planted 24 native trees appropriate to the site. These included bitternut hickory, willow oak, pin oak, swamp white oak, sassafras, black gum, sweet gum, American hornbeam, American elm, and black walnut.<br /></div>

Specifically, the project restored the historic 2-acre tidal wetland where the water le</span><span style="line-height: 18.76px;">vels fluctuate with the daily tidal cycle along Four Mile Run. The project also included a renovation of the Four Mile Run Park parking lot, which utilizes environmentally sensitive materials and design, including permeable pavers, native plantings, and rain gardens. In Summer 2016, Arlington County will begin the next phase of the implementing the Four Mile Run Restoration Master Plan through a project to restore the stream banks along Four Mile Run.</span></div>

The City of Alexandria recently awarded a contract to Finley Asphalt & Sealing, Inc. for the construction of intersection improvements along Route 1 at East Reed Avenue. The project includes a right turn lane from Route 1 southbound to westbound East Reed Avenue; sidewalk improvements, crosswalk upgrades, additional signage, and upgraded pedestrian signals on the northwest corner of the intersection. <br />
<br />
Construction activities are expected to begin this Spring with project completion anticipated in the Fall. <br />
<br />
To allow for a safe work area, shoulder closures and periodic lane/sidewalk closures are expected. Access to all businesses and residences will be maintained.<br />

GWU Professor Tara Scully and her biology students are coming out to the <a href="http://4mrmarket.org/" target="_blank">Four Mile Run Farmers & Artisans Market</a> this Sunday, April 10th from 11am to 2pm to lead community kids of all ages on a clean-up of the Four Mile Run Stream and nearby park and woodlands. </div>

If you can't make it out on Sunday, another effort will take place on Saturday April 9th, starting at 9:30am and taking off from the Conservatory Center at Four Mile Run Park (the red building at 4109 Mt Vernon Avenue).</div>

For those who are unfamiliar with this effort, it's a joint effort between Casa Chirilagua, National Community Church, and those who want to improve the neighborhood for everyone. Please take advantage of this opportunity to help shape an effort that's working to improve the neighborhood and bring everyone closer together!<br />

This Saturday, the group will start with cleaning the park, and move up Mount Vernon Avenue. In addition to cleaning, the goal is to engage with the people in the neighborhood and try to form a more cohesive bond between neighbors; to use working in the neighborhood as a mechanism to bridge cultural divides and to build the community. <br />

Is this weekend not going to work for you? Fear not.Volunteer for the 28th Annual Potomac Watershed Cleanup on the following Saturday, April 16th from 9 – 11am.<br />

Alexandria's Department of Transportation and Environmental Services (T&ES), <a href="https://www.alexandriava.gov/tes/oeq/info/default.aspx?id=3844">Stormwater Management Division</a>, and <a href="https://www.alexandriava.gov/ResourceRecovery">Resource Recovery Division</a>, in conjunction with the <a href="http://fergusonfoundation.org/">Alice Ferguson Foundation</a>, will host a clean-up site in Four Mile Park. The clean-up will focus on a different location than Sundays: <a href="https://apps.alexandriava.gov/Calendar/Detail.aspx?si=12445">Four Mile Run Park</a> at the end of 3700 Commonwealth Avenue.</div>

Around the region, families, scouts, students, retirees, and thousands of other concerned residents and citizens will hit the shorelines, neighborhood parks, community streets, and schoolyards to clean local streams in the Potomac River Watershed. The Alice Ferguson Foundation created the Potomac River Watershed Cleanup in 1989 and has overseen the collection of over 5 million pounds of trash.<br />

There are plenty of opportunities to join in. Just bring proper footwear, bring a garbage bag and gloves if you have them. But don't miss out on the fun!!<br />
